GET /repositories/{id}
runningTaskCount counts the tasks that would BLOCK a delete — including non-running states — and only those this caller can see. A 0 means “nothing you can see is blocking”, not “the delete will succeed”. It is null, rather than 0, when the caller lacks tasks.read: absent knowledge, not absent tasks.
